The type of learners that the e-learning method would attract and cater into are Corporate Learners, Professional Enhancement Learners. Degree Completion Adult Learners, Life Fulfillment Learners, “College Experience” Adult Learners, “College Experience” Learners, Remediation and Test Preparation Learners.
The following questions need to be asked while incorporating technology in the teaching- learning process
• The level of knowledge that students bring into class.
• The use of technology across the entire curriculum, including courses offered by colleges and even after that.
• Establishing a foundation upon which to build in the junior and senior years.
• How faculty can increase their knowledge of using technology throughout the learning experience of the students ?
• How much infrastructure is to be built upon in which students routinely use technology as easily as they do homework using pencil and paper?
Also important questions are how educational material is packaged and sold, how libraries are used, the role of educational support personnel such as instructional designers, technology support staff, and marketing personnel, and the manner in which administrative support systems are expected to function.

1) Technical service model whereby institutional autonomy is maintained for all e-learning functions, while technical resources are pulled across the system;
2) e-learning delivery model whereby the development and delivery of courses and programs is across all institutions, leveraging the breadth and size of the system;
3) Comprehensive service center delivery model provides a seamless interface of e-learning support services for students and faculty.
Internet Adoption Rates
Internet adoption rates are important factors when developing an e-learning business plan to determine which geographical regions and learner segments to target. In Africa, South America, Eastern Europe, and Asia (except Hong Kong, Japan, Taiwan, Korea, and China), internet connectivity is low.
